Establishes an 11-member boundary commission appointed by municipal officials (based on city population tiers), an appointive body including the county planning director and municipal league president, and the county executive

Requires all boundary changes within affected counties to proceed exclusively through the commission process once established by county ordinance

Exempts certain boundary changes from commission review: adjustments approved by property owners and governing bodies, voluntary annexations of contiguous municipal-owned parkland, and annexations approved by property owners where the municipality provides water and sewer services

Outlines consolidation procedures for municipalities and unincorporated areas, requiring petitions with 15% of qualified voters or municipal ordinances, separate voter approval in each affected area, and a six-month implementation period following approval
