Directs the Missouri Department of Social Services director to request a federal waiver from the U.S. Department of Agriculture to exclude candy, prepared desserts, and certain beverages from SNAP-eligible foods

Defines "candy" as products combining sugar or artificial sweeteners with chocolate, fruit, nuts, caramels, gummies, or hard candies in bar, drop, or piece form

Defines "certain beverages" as soft drinks, drinks containing 50% or less natural fruit/vegetable juice, and beverage mixes or concentrates intended to make such drinks

Defines "prepared desserts" as processed, shelf-stable, ready-to-eat prepackaged sweet foods intended for immediate consumption without further preparation

Requires the director to submit annual waiver requests until approved, and to prohibit SNAP purchases of these items once a waiver is granted
