Nonapportioned motor vehicles in Missouri may be registered permanently by paying seven times the annual registration fee plus all required documentation

Permanent plates and registration fees are vehicle-specific, nontransferable, and nonrefundable; if the vehicle's title is transferred, the registration is cancelled and plates must be returned to the director of revenue

Fees include standard registration fees, emblem-use authorization fees for special plates (paid to the authorizing organization), and department of revenue fee office compensation

The Department of Revenue may issue distinctive registration tabs indicating permanent registration status and may promulgate rules to implement the program

Any rules adopted under this section after August 28, 2026, must comply with chapter 536 administrative procedure requirements or be void
