Prohibits any person or entity from engaging in weather modification in Missouri, defined as injecting, releasing, or dispersing chemicals, substances, or apparatus into the atmosphere to affect temperature, weather, climate, or sunlight intensity

Violations constitute a Class E felony and carry civil penalties up to $200,000

Requires the Missouri Department of Natural Resources to create an online public reporting form for weather modification incidents and investigate all reports

Beginning January 1, 2027, all airport operators must submit monthly reports identifying any aircraft on their premises equipped with weather modification equipment

Prohibits the Missouri Department of Transportation from expending state funds on airport projects or programs if the airport has aircraft engaged in weather modification on its premises
