Limits lane filtering speed to no more than 10 mph over the speed of traffic flow and a maximum of 25 mph

Explicitly prohibits "lane splitting," which involves riding between rows of fast-moving vehicles

Makes it an infraction for motor vehicle operators to intentionally impede or block motorcyclists from lane filtering

Authorizes the Missouri State Highway Patrol to develop educational guidelines on safe lane filtering practices
