Prohibits the Secretary of State from removing registered voters from the Missouri Voter Registration System due to inactivity unless more than five calendar years have passed since they last voted, up from the previous four-year threshold

Requires the Secretary of State to provide written notice with re-registration instructions to voters before removing them after five years of inactivity

Extends the time period for election authorities to inspect voting records and investigate voter qualifications from four to five preceding calendar years

Maintains existing Missouri Voter Registration System requirements including coordination with state agency databases on death and felony status, and compliance with the National Voter Registration Act of 1993
