Creates new "Class EA - esthetics and manicuring" license classification combining all practices of manicuring and esthetics into a single credential

Requires apprentices pursuing combined manicurist-esthetician training to complete minimum 2,300 hours total, rather than separate hour requirements for each occupation

Requires students pursuing combined manicurist-esthetician classification to complete hours required for both occupations (400 hours for manicurist plus 750 hours for esthetician)

Amends RSMo sections 329.010 and 329.050 to add the new classification to existing cosmetology license categories (Class CH hairdresser, Class MO manicurist, Class CA hairdressing and manicuring, Class E estheticians)
