Creates the "Minority Business Enterprise and Women's Business Enterprise Oversight Review Committee" with seven members appointed by the governor, speaker of the house, and president pro tempore of the senate to oversee participation of disadvantaged businesses in state contracts

Requires two studies on the availability of socially and economically disadvantaged small businesses and minority/women's business enterprises in the marketplace, with deadlines of December 31, 2027 and December 31, 2028

Mandates the committee compile a database of certified minority and women's business enterprises that have participated in state contracts, and make it available to all state agencies

Requires contractors seeking subcontractors to provide written notification to certified minority and women's business enterprises of subcontracting opportunities, with the Office of Administration authorized to enforce these requirements and propose sanctions for non-compliance

Includes a six-year automatic sunset provision under the Missouri Sunset Act, with potential twelve-year extension if reauthorized by the general assembly
