Adds public libraries to the list of locations where concealed carry permit holders are prohibited from carrying concealed firearms in Missouri

Firearms may still be kept in vehicles on public library premises if not removed from the vehicle or brandished

Violations are not criminal offenses for permit holders but may result in removal from premises; first offense citation carries a fine up to $100, second offense within six months up to $200 plus one-year permit suspension, third offense within one year up to $500 plus permit revocation and three-year ineligibility

Applies to both standard concealed carry permits (Section 571.107) and Missouri lifetime/extended concealed carry permits (Section 571.215)
