Converts the existing pilot elementary agricultural education program into a permanent statewide program beginning in the 2027-28 school year, removing the original 2020-21 pilot start date and three-year participation requirement

Public elementary schools may voluntarily participate by agreeing to implement and fully fund the program; local school boards may employ agricultural education teachers

Department of Elementary and Secondary Education's agricultural education section must develop instructional models in collaboration with Missouri agricultural commodity groups, including classroom instruction, laboratory/site-based learning, and career development opportunities

Private schools accredited by U.S. Department of Education-recognized agencies may adopt state agricultural education standards to establish local FFA chapters, though they remain ineligible for state/federal agricultural vocational education funding and must reimburse the department for oversight costs

Program evaluation results must be published on the department's website rather than reported to legislative committees as previously required
