Redefines "accident" as a traumatic event or unusual strain during a single work shift, explicitly stating an injury is not compensable merely because work was a triggering or precipitating factor

Strengthens the "prevailing factor" standard by requiring the accident be the primary factor compared to "all other factors combined" (rather than "any other factor") in causing the medical condition and disability

Limits Second Injury Fund claims for injuries after January 1, 2014, to permanent total disability cases only, eliminating permanent partial disability claims against the fund

Requires the Division of Workers' Compensation to establish a fee schedule for medical services, with providers prohibited from charging above the scheduled rates

Eliminates employer subrogation rights in occupational disease cases due to toxic exposure, and removes the ability to reactivate settled claims for life-threatening procedures or prosthetic devices
