Establishes a 35% discount for 5 years on electric rates for eligible customers with new load between 300 kilowatts and 10 megawatts with at least 45% load factor

Changes the discount structure for larger customers (10-75 megawatts with 55%+ load factor) from a 10-year variable discount to a standardized 35% discount for 5 years

Provides an additional 10% discount for one year beyond the standard discount period for customers taking service from under-utilized circuits

Excludes "nonqualifying facilities" (data centers with networked buildings connected by fiber for redundancy) from eligibility for the economic development discounts

Requires customers to receive a government economic development incentive to qualify, and customers must apply at least 90 days before requesting the discount and meet criteria within 24 months of initially receiving discounts
