Removes the $5,000 cap on clean water fees that the Clean Water Commission can adopt or recommend

Requires the Department of Natural Resources director to conduct stakeholder meetings with agriculture, industry, municipalities, wastewater facilities, and the development community before proposing fee structure changes

Mandates a two-thirds majority vote (5 of 7 commissioners) for the Clean Water Commission to approve new fee structure recommendations

Sets the commission's authority to revise the fee structure to expire on August 28, 2030, with the existing fee structure remaining in place after expiration

Grants exclusive rights to return flows (water discharged from reclamation facilities) to persons who have contracted for water storage rights in U.S. Army Corps of Engineers reservoirs, subject to state regulations and available storage capacity
