Removes all conditions previously required for individuals with drug felony convictions to receive SNAP benefits, including substance abuse treatment participation, court compliance, sobriety testing, and remaining offense-free for one year

Grants unconditional SNAP eligibility to individuals convicted of felonies involving possession, distribution, or use of controlled substances under federal or state law

Expands the exemption to include distribution offenses, whereas current law only covers possession or use convictions

Eliminates the provision that barred individuals with two or more subsequent drug felony convictions from receiving SNAP benefits

Exercises Missouri's option under 21 U.S.C. Section 862a(d)(1) to opt out of the federal lifetime ban on SNAP benefits for drug felons
