Creates the "Purple Alert System" within the Missouri Department of Public Safety to locate missing persons with developmental disabilities whose disappearance poses a credible threat of immediate danger or serious bodily harm

Defines "developmental disability" to include mental or cognitive disabilities (excluding Alzheimer's/dementia), intellectual disabilities, brain injuries, and other physical, mental, or emotional disabilities not related to substance abuse

Requires the Department of Public Safety, in cooperation with the State Highway Patrol, Department of Transportation, Department of Health and Senior Services, State Lottery, and local law enforcement, to develop the alert system and training program before July 1, 2027

Mandates crisis intervention team training for law enforcement officers to understand developmental disabilities, de-escalate interactions, and respond effectively to missing person emergencies

Requires law enforcement agencies receiving a report to contact media outlets, inform all on-duty officers, and communicate with surrounding county law enforcement agencies
