Streamlines physician licensure requirements by replacing detailed educational prerequisites (60 semester hours, four 32-week terms of instruction) with acceptance of diplomas from schools accredited by the Liaison Committee on Medical Education, Commission on Osteopathic College Accreditation, or similar agencies

Establishes criminal background checks under section 43.540 as the method for demonstrating good moral character

Creates pathway for foreign medical graduates by accepting valid Educational Commission for Foreign Medical Graduates (ECFMG) certificates, with requirement of two years of postgraduate training

Prohibits the board from requiring additional information beyond what is specified in the statute, except for disclosure of other state licenses and any past or pending investigations, discipline, or sanctions

Authorizes the board to obtain reports on applicants from the National Practitioner Data Bank or Federation of State Medical Boards in addition to required criminal background screening
