Prohibits Missouri public school districts, public schools, and institutions of higher education from requiring students or employees to receive COVID-19 vaccines or gene therapy treatments as a condition of attendance, enrollment, or employment, effective with the 2026-27 school year

Requires express written consent before any COVID-19 testing can be administered to students or employees; for K-12 students, consent must come from all parents, guardians, or persons having custody

Authorizes the Department of Elementary and Secondary Education and Department of Higher Education and Workforce Development to investigate violations and order violators to cease and desist

Allows the State Board of Education to suspend or revoke teaching certificates of school employees who violate the law

Permits affected students, parents, and employees to bring civil lawsuits for injunctive relief and actual damages for physical, mental, or emotional injuries, with courts awarding damages and court costs to prevailing plaintiffs

Strips state aid and other state revenues from any school district or higher education institution that violates the law until compliance is demonstrated
