Expands the definition of "regulated metal" to include copper, brass, bronze, aluminum wire/cable/pipe, farming materials containing copper or aluminum, detached catalytic converters, and motor vehicle/heavy equipment/tractor batteries

Requires metal recycling entities and scrap metal yards to submit electronic transaction reports to the Department of Revenue within two business days of purchasing regulated metals, including seller identification, photos of metals purchased, and an affidavit of ownership

Prohibits cash payments for any scrap metal purchases (previously only applied to transactions of $500 or more) and restricts all purchases to between 7:00 a.m. and 7:00 p.m.

Establishes a statewide electronic reporting system and "no-buy list" of known receivers of stolen property, prohibiting dealers from purchasing from anyone on the list

Creates escalating penalties for violations: $5,000 fine for first offense, $10,000 for second offense, and license revocation for third offense for knowingly purchasing stolen regulated metals
