Grants the Missouri Gaming Commission authority to annually adjust the $2 admission fee charged per person embarking on excursion gambling boats for inflation

Changes the admission fee distribution from fixed $1 amounts to percentage-based allocation: 50% to the Gaming Commission Fund and 50% to the home dock city or county

Adds a new $15 million annual transfer from the Gaming Commission Fund to the Missouri Department of Natural Resources historic preservation fund for preserving and protecting collections of historic artifacts

Repeals and replaces sections 313.805, 313.820, and 313.835 RSMo governing gaming commission powers, admission fees, and fund distributions
