Creates a new sales tax exemption for all diabetic supplies in Missouri, including insulin, prescription diabetes drugs, insulin pumps, continuous glucose monitors, blood glucose meters, syringes, needles, and emergency hypoglycemia treatment kits

Defines "diabetic supplies" broadly to cover all devices, equipment, supplies, and consumables used in testing, monitoring, treatment, or management of diabetes, regardless of whether a prescription is required

Removes insulin from the existing general medical exemption category and places it under the new comprehensive diabetic supplies exemption

Exempts items furnished by physicians or certified diabetes educators for diabetes self-management and education

Amends Section 144.030, RSMo, which governs sales tax exemptions, to add this as subdivision (47) to the list of items exempt from both state and local sales taxes
