Requires the Department of Commerce and Insurance to enforce federal nondiscrimination protections (Section 2706 of the Public Health Service Act) against health care providers acting within their licensed scope of practice

Prohibits health benefit plans from discriminating against providers based on licensure type for reimbursement or plan participation

Mandates equal reimbursement rates for all health care providers performing the same service within their scope of practice

Exempts physicians licensed under chapter 334 from the provisions of this act

Allows insurers to establish varying reimbursement rates based on quality or performance measures; rules adopted after August 28, 2026 would be invalid if legislative rulemaking review powers are held unconstitutional
