Expands State Legal Expense Fund coverage to include entities providing foster care case management services or residential services under Chapter 210, including services under sections 210.112 and 210.119

Coverage extends to the entity's members, officers, and employees when providing contracted or subcontracted foster care services

Maintains existing fund coverage for state agencies, state employees acting in official capacity, licensed healthcare providers serving in correctional facilities or health departments, and volunteer attorneys at nonprofit legal aid organizations

Preserves liability caps including $350,000 for noneconomic damages against state officers/employees, $500,000 for certain volunteer healthcare providers and attorneys, and $1 million for physicians at community health centers

Fund payments require approval from both the Commissioner of Administration and Attorney General, with remaining fund balances exempt from transfer to general revenue at end of appropriation periods
