Creates the "Anti-Red Flag Gun Seizure Act" (Section 1.486) prohibiting state agencies, political subdivisions, and state or local law enforcement from enforcing federal or state "red flag laws" that direct firearm seizure from Missouri citizens

Defines "red flag law" as any law, order, or measure directing temporary or permanent seizure of firearms, accessories, or ammunition, with exceptions for persons in lawful custody or those charged with dangerous felonies

Prohibits state and local entities from receiving federal funds for the purpose of enforcing red flag laws against Missouri citizens

Imposes a $50,000 civil penalty per occurrence on political subdivisions or law enforcement agencies that employ officers who knowingly enforce red flag laws, with injured parties able to seek injunctive relief, damages, and attorney's fees

Preserves law enforcement authority to seize firearms as evidence during criminal investigations and does not apply to federal agents enforcing federal law; sovereign immunity cannot be used as a defense in actions brought under this section
