Exempts motor vehicles with less than 30,000 miles within three years of the model year from safety inspection requirements when sold by private sellers or licensed dealers who sold at least 200 vehicles in the previous calendar year

Allows licensed new or used motor vehicle dealers to complete VIN inspections for vehicles sold to out-of-state buyers or for low-mileage vehicles (under 30,000 miles within three years of model year) instead of requiring official inspection stations

Requires sellers of used motor vehicles to obtain inspection certificates no more than 60 days prior to the date of sale and present the certificate to the buyer at point of sale

Exempts vehicles sold to out-of-state residents who intend to register the vehicle outside Missouri from the pre-sale inspection requirement

Maintains existing inspection requirements for vehicles involved in accidents, vehicles purchased for junk/salvage/rebuilding, and vehicles sold at public auction or dealer-to-dealer
