Eliminates the previous surplus requirement based on three times the average paid monthly premium during the plan's most recent fund year

Eliminates the alternative surplus calculation of three times estimated monthly premium for plans without one fund year's experience

Establishes new simplified surplus requirements: plans must maintain the greater of $600,000 or an amount equal to two times the authorized control level risk-based capital
