Authorizes counties with 9,900-11,000 inhabitants and a county seat of 1,000-1,500 inhabitants (Bollinger County) to impose a sales tax on retail sales up to 1% in one-eighth percent increments

Tax must be approved by county voters before taking effect and proceeds are restricted to funding county facilities, including operation and maintenance

Creates the "County Facilities Sales Tax Fund" as a special trust fund administered by the Department of Revenue, which retains 1% for collection costs

Revenue is distributed to the county by the 10th of each month, and unused funds must be invested with interest credited back to the fund

Governing body may submit repeal to voters at any county election, with repeal taking effect December 31st of the approval year if passed
