Caps liability for tort claims against Missouri state and political subdivisions at $2 million per occurrence and $300,000 per person, excluding workers' compensation claims under Chapter 287

Prohibits punitive or exemplary damages in any award against public entities covered under sections 537.600 to 537.650

Establishes annual inflation adjustment to damage caps effective January 1st each year, based on the Implicit Price Deflator for Personal Consumption Expenditures published by the U.S. Bureau of Economic Analysis

Requires the Director of Commerce and Insurance to calculate adjusted cap values and the Secretary of State to publish them in the Missouri Register

Applies damage cap limitations based on the date of the accident or occurrence, and subjects claims to penalties under Supreme Court Rule 55.03
