Creates a new "entertainment district special license" allowing retail sale of intoxicating liquor by the drink from licensed establishments and portable bars until 1:30 a.m. Monday-Saturday and from 6:00 a.m. Sunday until 1:30 a.m. Monday

Applies specifically to cities with 4,400-4,900 inhabitants in counties with 40,000-50,000 inhabitants that border or contain a lake with at least 1,000 miles of shoreline (targeting the Lake of the Ozarks area)

Permits patrons to leave licensed premises with alcoholic beverages and consume them in common areas and other licensed establishments within the district boundaries

Requires licensees to serve drinks in containers displaying their trade name, logo, or unique identifying mark, with license holders solely responsible for alcohol violations on their premises and in common areas

Annual license fee set at $300, with city governing bodies authorized to adopt ordinances for district approval, rules, and enforcement
