Expands the definition of "abuse" to explicitly include financial exploitation across adult day care programs, long-term care facilities, and in-home services, and adds "bullying" as a form of abuse for eligible adults

Adds bank personnel, advanced emergency medical technicians, paramedics, firefighters, and first responders to the list of mandatory reporters required to report suspected abuse or neglect of vulnerable adults

Creates new reporting requirements for misappropriation of property or funds at adult day care programs and facilities licensed under Chapter 197, with class A misdemeanor penalties for employees who divert participant funds

Allows employee disqualification list hearings to be conducted by telephone or electronic means unless the person submits a written request for an in-person hearing in their county of residence

Makes knowingly concealing abuse or neglect resulting in death or serious physical injury a class E felony for adult day care operators and facility administrators
