Amends Section 67.5060 RSMo to add "progressive design-build" as a new project delivery method for Missouri political subdivisions, using a two-stage qualifications-based selection process instead of the three-stage process required for traditional design-build contracts

Removes the $7 million minimum threshold for noncivil works projects (buildings, site improvements, structures) designed by architects, allowing design-build methods for projects of any size

Changes the requirement for design criteria consultants from mandatory ("shall") to optional ("may"), giving political subdivisions flexibility in whether to employ outside consultants

Progressive design-build contracts allow the design-builder and political subdivision to collaborate during preconstruction to develop the design and establish pricing (fixed contract amount or guaranteed maximum price) before authorizing construction

Short-listing for progressive design-build narrows qualified design-builders to no more than five (with no minimum), and Phase II proposals cannot include construction pricing—only preconstruction services pricing through proposed rates or fees
