Expands Missouri's direct shipper license to include distilled spirits manufacturers and retailers, in addition to wine manufacturers currently allowed under existing law

Limits eligibility to Missouri-licensed businesses only, removing the previous provision allowing out-of-state licensees to obtain direct shipper permits

Sets shipping limits at two cases of wine or one case of distilled spirits per month to any individual for personal use, not for resale

Permits direct shipments to residents of other states, provided the destination state allows such shipments and the shipment complies with that state's laws

Requires licensees to submit annual reports by January 31st detailing alcoholic beverages shipped into or out of Missouri, pay all applicable state excise and sales taxes, and use only licensed carriers that verify recipient age and obtain adult signatures upon delivery
