Authorizes the Department of Health and Senior Services to contract directly with a Missouri affiliate of a national public health association or public health institute to help deliver health services and administer grant funds

Contracts may cover delivery of health services to residents statewide and administration of grant funds and related programs

Requires the department and the designated affiliate to submit an annual report to the General Assembly within 60 days after each fiscal year ends

Annual report must include accounting of all appropriations and grant funds received and expended by the affiliate

Report may include recommendations and suggestions for improving services provided
