Expands the Regional Convention and Visitors Commission from 11 to 15 members beginning August 28, 2026, with 5 appointed by the city executive, 5 by the county executive, and 5 by the governor (including the chairman)

Merges the Regional Convention and Sports Complex Authority with the Regional Convention and Visitors Commission, with commission members serving as authority commissioners and the commission exercising all authority powers

Authorizes the commission to levy special assessments on real property within a convention district upon petition of property owners representing more than 50% by assessed value and more than 50% per capita

Allows the commission to impose a convention district sales and use tax up to 2% on retail sales (excluding motor vehicles, boats, and utilities) upon approval by qualified voters through mail-in ballot

Extends the deadline for state appropriations for tourism infrastructure facilities from August 28, 2020 to August 28, 2028, with annual appropriations capped at $4 million for convention district facilities beginning July 1, 2027
