Establishes the MO GIVES Program allowing Missouri National Guard members in Troop Program Unit (TPU) or Individual Ready Reserve (IRR) status to receive paid leave while serving as living organ donors

Paid leave covers the entire living donation period including testing, surgical, and recovery phases, with a maximum of 45 days unless a medical extension is approved

Members receive per diem allowance and basic housing allowance based on rank, home zip code region, and dependent status, without being required to use accrued annual or medical leave

Eligibility requires members to be in good standing and either ineligible for employer-based living donor leave or elect not to use such benefits

Creates the MO GIVES Fund in the state treasury to finance the program through legislative appropriations and federal, private, or other contributions, with funds not reverting to general revenue at biennium end
