Restructures the Regional Convention and Visitors Commission beginning August 28, 2026, expanding membership from 11 to 15 members, with 5 appointed by the city executive, 5 by the county executive, and 5 by the governor (who also designates the chairman)

Transfers powers and duties of the Regional Convention and Sports Complex Authority to the Regional Convention and Visitors Commission, including authority to acquire, construct, operate, and maintain convention centers, sports stadiums, field houses, and entertainment facilities

Authorizes the commission to levy special assessments against real property within a convention district upon petition by property owners representing more than 50% by assessed value and more than 50% per capita of district property owners

Permits the commission to impose a convention district sales and use tax up to 2% (in one-eighth percent increments) on retail sales within the district, subject to approval by qualified voters through mail-in ballot

Extends the deadline for state funding applications for regional convention and visitors commission tourism infrastructure projects from August 28, 2020 to August 28, 2028, with annual state appropriations capped at $4 million for convention district facilities beginning July 1, 2027
