Prohibits financial institutions from refusing, terminating, or discriminating in providing financial services to persons or trade associations solely because they are engaged in lawful firearms or ammunition commerce and hold federal firearms licenses

Authorizes the Missouri Attorney General to investigate violations and bring enforcement actions seeking declaratory judgments, injunctive relief, and civil penalties up to $10,000 per violation plus expenses, investigative costs, and attorney's fees

Provides civil liability protection for financial institutions acting in compliance with or good faith reliance on rules, regulations, or written guidance from federal or state regulatory agencies

Liability protection remains effective even if the regulatory guidance is later modified, rescinded, or invalidated by a court

Liability protection does not apply to fraudulent activity, intentional misconduct, wanton or willful misconduct, or gross negligence
