Amends Section 640.144, RSMo to modify requirements for community water system hydrant inspection programs

Requires hydrant inspection programs to include scheduled testing of every hydrant, repair/replacement of broken hydrants, flushing plans for hydrants and dead-end mains, and six-year record retention

Mandates identification of each hydrant location using GIS or alternative physical mapping system within five years of August 28, 2020

Exempts state parks, cities with populations over 30,000, certain charter counties (600,000-700,000 inhabitants and over 950,000 inhabitants), and public service commission regulated utilities with over 30,000 customers

Makes minor technical change replacing singular article "a" with "any" when referring to exempt entities
