Establishes the Missouri Guaranteed Inclusive Voluntary Exceptional Service (MO GIVES) Program to provide paid leave for Missouri National Guard members who become living organ donors

Eligible members must be in Troop Program Unit (TPU) or Individual Ready Reserve (IRR) status, be in good standing, and either lack employer-provided living donor leave or elect not to use it

Paid leave covers up to 45 days for the living donation period, with extensions available if deemed medically necessary by the surgical and recovery team

Members receive per diem allowance and basic housing allowance based on rank, home zip code region, and dependent status, without being required to use accrued annual or medical leave

Creates the MO GIVES Fund in the state treasury to finance the program through legislative appropriations and federal, private, or other contributions, with unused funds not reverting at biennium end
