Requires manufacturers to provide owners and independent repair providers access to the same diagnostic and repair information, service parts, and repair tools available to authorized repair providers, at fair and reasonable prices

Applies to all products purchased or used in Missouri regardless of purchase date, but explicitly excludes motor vehicles, medical devices, and central station security/alarm systems

Establishes a 30-day cure period for manufacturers after receiving written notice of alleged violations; complainants may file suit in circuit court if the manufacturer fails to respond or provide a satisfactory cure

Violations are enforceable by the Attorney General with a $500 fine per violation, deposited into the county school fund where the complaint arose

Manufacturers are not required to provide repair information or parts for products under valid warranty, nor to disclose trade secrets
