Establishes the Missouri Ireland Trade Commission within the Department of Economic Development, composed of 9 members: 3 state senators, 3 state representatives, and 3 governor appointees (representing higher education, business interests, and Irish-American communities)

Commission will study bilateral trade and investment, policy issues, business and academic exchanges, economic support, and infrastructure investment between Missouri and Ireland

Members must be appointed within 90 days of the effective date; legislative members serve 2-year terms while gubernatorial appointees serve 4-year terms

Creates the Missouri Ireland Trade Commission Fund in the state treasury to receive gifts, grants, and fundraising proceeds for administrative expenses; funds do not revert to general revenue at biennium end

Requires the commission to issue an annual report of activities, findings, and recommendations to the governor, senate president pro tempore, and house speaker beginning 15 months after the effective date
