Amends Missouri's DWI law (Section 577.010) to restructure felony classifications, making DWI causing death of another person a Class B felony and creating a new Class A felony category for deaths involving two or more victims or BAC of 0.15% or higher

Removes the enhanced penalty distinction for DWI offenses involving law enforcement officers or emergency personnel, applying the same penalties regardless of victim occupation

Establishes mandatory minimum imprisonment of 5 years before parole eligibility for Class B felony DWI causing death, and 10 years for Class A felony DWI offenses

Lowers the BAC threshold triggering Class A felony charges from 0.18% to 0.15% when the defendant causes death while driving intoxicated

Retains existing penalty structure for repeat offenders (prior, persistent, aggravated, chronic, and habitual) and maintains requirements for suspended sentences, probation, and community service
