Removes teachers of all Missouri schools, colleges, and universities from the list of public employees who have the right to form and join labor organizations

Adds explicit right for covered public employees to terminate membership in a labor organization at any time

Prohibits labor organizations and public bodies from placing restrictions on when school district employees may join or terminate union membership

Maintains existing protections against discharge or discrimination for employees exercising their labor organization rights

Retains exceptions for police, deputy sheriffs, Missouri State Highway Patrol, and National Guard employees, who may only form benevolent, social, or fraternal associations
