Dissolves all state solid waste management districts effective August 28, 2026, requiring each district to submit a final financial audit, remit leftover funds to the solid waste management fund, and provide documentation of open grants and grant history by December 31, 2026

Transfers grant administration previously handled by solid waste management districts to the Department of Natural Resources, which will allocate funds based on a formula using 40% population and 60% revenue generated within each departmental regional office area

Requires property sellers to provide written notice to buyers about the existence and location of any solid waste disposal site or demolition landfill on the property early in negotiations, with failure allowing buyers to cancel the sale and recover earnest money

Allocates $800,000 annually from the Solid Waste Management Fund to promote development and maintenance of markets for recovered materials, with priority given to grants for organizations employing individuals with disabilities and recycling/waste reduction proposals

Resumes annual Consumer Price Index adjustments to landfill tipping fees after October 1, 2027, following a freeze on automatic adjustments that began October 1, 2005
