Removes the $5,000 cap on clean water fees that the Clean Water Commission can adopt or recommend

Authorizes the Director of the Department of Natural Resources to conduct a comprehensive review and propose changes to clean water fee structures in sections 644.052, 644.053, and 644.061

Requires stakeholder meetings with input from agriculture, industry, municipalities, public and private wastewater facilities, and the development community before proposing fee changes

Fee structure changes require approval by two-thirds majority (5 of 7 commissioners) of the Clean Water Commission and must go through formal rulemaking process with public comment

The General Assembly can disapprove any fee regulations by concurrent resolution within the first 60 days of the regular session following filing; the commission's authority to revise fees expires August 28, 2030
