Removes a restriction that previously prohibited county health ordinances from imposing standards on agricultural operations that were more stringent than state environmental and health regulations under chapters 260, 640, 643, and 644

Counties would regain authority to enact local health rules affecting agricultural operations and their appurtenances that exceed state-level requirements

Retains the requirement that county health ordinances cannot conflict with rules made by the Missouri Department of Health and Senior Services or Department of Social Services

Adds a new requirement that all county health orders, ordinances, rules, or regulations must comply with section 67.265
