Authorizes the University of Missouri Board of Curators to acquire, manage, lease, purchase, sell, or otherwise participate in the ownership or operation of hospitals, medical facilities, and other health care providers

Permits acquisition of entire health care entities or their assets

Grants immunity from federal and state antitrust laws (including Missouri section 416.031) for the University and any public or private partners collaborating on these health care activities

Limits the antitrust immunity to activities occurring within 25 specified Missouri counties, primarily in central Missouri including Boone, Cole, Phelps, and surrounding rural counties

Adds new section 172.975 to Chapter 172, RSMo, expanding existing powers granted to the Board of Curators under state law and the Missouri Constitution
