Removes the disqualification of unemployment benefits for workers participating in strikes or labor disputes, allowing striking workers to receive benefits while on strike

Creates an exception: employees in a bargaining unit who initiated a strike remain ineligible for benefits during the strike period unless the employer has been found guilty of an unfair labor practice by the National Labor Relations Board or federal court

Amends Section 288.040, RSMo, which governs eligibility requirements for unemployment benefits in Missouri
