Creates a dedicated state treasury fund to support the liaison's work, funded through legislative appropriations and gifts/donations, with unused funds not reverting to general revenue at biennium end

Requires the liaison to conduct annual analyses of homeless pupils' needs, develop databases tracking graduation and retention rates, and create college and career readiness models

Mandates collaboration with high school staff, financial aid offices, student support services, and campus housing to identify homeless students and connect them with resources including food banks, clothing banks, and mentoring programs

Authorizes the liaison to establish housing plans for homeless pupils when campus housing is unavailable, including host home lists and keeping campus buildings open
