Creates two types of registered apprenticeship programs: urban farming apprenticeships (training urban farmers, market gardeners, and local food systems managers) and apiary apprenticeships (training beekeepers and commercial honey producers)

Requires the Department of Higher Education and Workforce Development, in consultation with the Department of Agriculture, to establish model standards, provide technical assistance, and ensure training is available through community colleges in urban areas

Directs a portion of state apprenticeship expansion funds to eligible programs, with priority given to programs in metropolitan areas, those partnering with food banks or veteran organizations, and programs serving minority and historically underserved farming populations

Mandates annual reporting to the General Assembly on the number of registered apprenticeships, enrolled apprentices, and credentials issued
