Requires each Missouri public institution of higher education to designate a homeless and foster student liaison within its financial aid office to help students apply for federal and state financial aid

Defines "foster youth" as individuals in state foster care for at least 6 of the 72 months before their 18th birthday, and "homeless youth" as individuals under 25 verified as homeless within 6 years of enrollment

Allows institutions to grant in-state resident tuition status to homeless students age 19 or under regardless of how long they have lived in Missouri, if homeless at any time in the 2 years before enrollment

Permits institutions with student housing to develop plans giving homeless and foster youth first priority for housing placement, including access to housing that remains open during breaks between academic terms
